An Incomplete and Completely BIased Bunch of Costume and other Resource Links
This is an woefully incomplete list of costume related web sites, so I strongly encourage you to do some digging of your own. A very good place to start is The Greater Bay Area Costumer's Guild (based in Northern California,) who offer an incredible web site with an amazing array of links, resources, tips, tricks, pix, etc. These are only MY favorite links, so it is a thoroughly biased look at costume on the web!
